1. Make a new file in Adobe Photoshop.
2. Click on the Text Tool and type in whatever you want.

3. Make sure your layers palette is open (if it isn't, go to Window- Show Layers)
Right click on the layer with text on it. (right click on the actual text, not the T)
Click on Rasterize Layer.
4. Click on Layer- Duplicate layer and then Layer- Duplicate Layer. You now have 3 layers with your text on them.

5. Click on the first text layer and go to Filter- Noise- Add Noise and change it to 11, Gaussian and check Monochromatic.
6. Repeat for the other two layers but with different numbers for the noise. (I used 13 and 16)
7. Click on the last button on the toolbar. (it's ImageReady)

8. On the first frame, change 0 seconds to .1 and click on the eyes on the two above layers in the layer palette. Only the first layer should show.
9. Click on the 'duplicate frame' button and click the eye on the middle text layer and click on the eye of the first layer.
10. Press the 'duplicate frame' button again and click on the eye of the middle layer and the eye of the third layer (the top one).
11. Press the forward triangle (with no line) to play your animation.
To save, go to File- Save Optimized As... If you just click on File- Save As, it won't work!
